Focusing on the tension of the global and the local that the idea of the glocal expresses, this chapter begins with idea of cosmopolitanism, a global orientation and consciousness whose carriers are presented as ‘anywheres’ who accept and promote the diversity of people and cultures both globally and locally. In contrast to these ‘anywheres’ are the ‘somewheres’, people who consider themselves to be located, citizens of particular places. The tension expresses itself in that the ‘somewheres’ consider the ‘anywheres’ as less real or authentic, as in effect ‘nowhere.’ The ‘somewhere’ orientation avers that only the local is real. The analysis then focuses on three sorts of cosmopolitanism in relation to this tension. The first, with a ‘happy face’, observes globalization as a coming together of differences and celebrates that creation. The second, with a ‘somber face’, centres on the problems that this integration has brought in its wake, from huge inequalities and the threat of nuclear war to transnational terrorism and environmental destruction. The third, with a ‘straight face’, suggests a phase in which the cosmopolitan orientation becomes normalized in that global differences and global problems are lived and observed as a normal aspect of localities: the ‘anywheres’ are also at the same time ‘somewheres’, just as the latter are also conscious of the global circumstance. The city of Stockholm serves as illustration: as it has become more and more diverse as a consequence of global migration, the people of Stockholm come to regard global diversity as locally normal. In consequence, the difference between the ‘anywheres’ and ‘somewheres’ become attenuated, but do not disappear.
