Abstract
Radicalism is a serious threat to social stability and national security, including in Indonesia. This study aims to analyze the mechanism of religious daâwah rules in preventing radicalism through the perspective of Islamic law. Using the methodology of literature review and normative analysis. This study delves into Islamic legal literature and regulatory documents related to daâwah and the prevention of radicalism. The normative analysis approach is used to assess the suitability of daâwah with the principles of Islamic law that prioritize moderation, tolerance, and obedience to state rules.
This research makes a unique contribution by identifying that daâwah, based on moderate and educational Islamic values, has great potential to prevent the spread of extremist ideology. One of the important findings is the importance of reinterpreting the concept of jihad so that it is not misinterpreted in the context of violence or radicalism. The practical implications of this study include strategies to strengthen the role of daâwah and daâi institutions in disseminating a moderate, inclusive, and peaceful message. This recommendation encourages increased collaboration between daâwah institutions and the government in developing community-based radicalism prevention programs. Thus, this study emphasizes the importance of developing Islamic law-based daâwah that is oriented towards social resilience, which is ultimately expected to form a harmonious society free from radicalismâs influence.
Introduction
Radicalism is a global threat that not only disrupts political, social, and security stability but also damages the moral and religious order of society. This phenomenon is familiar in various countries, including Indonesia, which is known as a country with a majority Muslim population. The emergence of radical groups in the name of religion to carry out extremist acts is a serious challenge for the government and society. According to Firdaus (2023). Radicalism in Indonesia develops through the spread of often misunderstood ideologies about religious teachings, which then influence individuals and groups to commit acts contrary to the law and human values. Therefore, efforts to prevent radicalism require a comprehensive approach, including religious daâwah mechanisms that can provide a correct understanding of Islamic teachings.
Daâwah in Islam has a strategic role in spreading the valid religious message teaching the values of justice, peace, and tolerance. However, the challenge faced is when daâwah is abused to spread radical ideas that are contrary to the principles of moderation and peace in Islam. According to Naipos Husaini (2022), one of the leading causes of radicalism is the lack of proper understanding of religious teachings conveyed through unmoderated daâwah. Therefore, effective daâwah must be in accordance with the principles of Islamic law, which prioritize the values of moderation (wasathiyyah) and reject all forms of violence or extremism (Syamsuddin, 2020).
Peopleâs resilience to radicalism can be strengthened through daâwah, which prioritizes education and a correct understanding of jihad, which radical groups often misinterpret. From the perspective of Islamic law, jihad does not necessarily mean physical warfare but more broadly includes the struggle to uphold truth and justice and the fight against destructive passions (Failuji Rohman, 2024). Thus, daâwah, which educates the public about the concept of jihad, can play an important role in preventing the spread of radicalism.
Furthermore, the role of daâwah and daâwah institutions is vital in this effort. Daâi, as a preacher, must have a deep understanding of the teachings of Islam and be able to convey a religious message that supports peace and tolerance. According to Yusuf (2021), a daâi must play the role of an educator who can build public critical awareness of the dangers of radicalism and encourage them to be part of the solution in maintaining social resilience. Daâwah institutions must also be committed to promoting Islamic values, namely rahmatan lil âalamin, which means Islam is a blessing for all nature, not the other way around.
This study finds that one of the effective mechanisms in preventing radicalism is through daâwah based on the principles of Islamic law. Good daâwah must be able to explain the difference between radicalism and actual Islamic teachings, which emphasize peace, tolerance, and mutual respect among fellow human beings. For example, Al-Ghazali (2020) stated in his research that moderate and inclusive daâwah can prevent individuals from falling into radical ideologies because they are given a more comprehensive understanding of religion and the challenges faced in daily life.
However, in its implementation, daâwah often faces various challenges, such as resistance from groups affected by radical ideas and a lack of support from various parties who should be actively involved in preventing radicalism. Therefore, the recommendations for further programs include intensive training for daâwah, strengthening collaboration between daâwah institutions and the government, and developing daâwah materials that are more interesting and easy for the wider community to understand. Mustofaâs (2022) research shows that training provided to daâwah on effective communication techniques and mastery of daâwah materials relevant to contemporary issues, including radicalism, can increase the effectiveness of daâwah in preventing the spread of extremist ideology.
Furthermore, it is necessary to continuously evaluate the daâwah program carried out to ensure that the message conveyed achieves the goal and has a positive impact. This evaluation can be done through surveys or field studies involving the community as the primary respondent. The evaluation results can then be used to improve and develop better daâwah strategies in the future (Setiawan, 2021). The implications of the daâwah mechanism in preventing radicalism are limited to strengthening moderate religious understanding and the resilience of society as a whole in the face of destructive ideological threats.
Overall, religious daâwah has great potential in preventing radicalism through mechanisms based on Islamic law that prioritize moderation, tolerance, and peace. However, the success of these efforts is highly dependent on commitment and collaboration between various parties, including daâwah, daâwah institutions, the government, and the community itself. With the right approach and adequate support, daâwah can be one of the main pillars in creating a resilient and harmonious society free from the threatening influence of radicalism.
Radicalism continues to be a complex challenge in Indonesia, especially with the emergence of groups that use religious labels to spread extremist ideologies. (Rosidin & Arfan, 2024) In many cases, the spread of radical ideas is rooted in misunderstandings of religious teachings conveyed through unmoderated daâwah. Some daâi or daâwah institutions can even unconsciously spread narratives reinforcing social polarization, exclusivism, or binary thinking between âusâ and âthem,â which ultimately grows the seeds of radicalism. Inaccuracies in conveying religious concepts, such as jihad, can trigger dangerous misinterpretations. In addition, weak control and guidance over daâwah institutions aggravate the spread of this radical idea.
The main problem this study seeks to overcome is how religious daâwah can function optimally to prevent radicalism within the framework of Islamic law. In this case, effective daâwah focuses on spreading religious teachings and has an important role in providing a correct understanding of the central concepts of Islam, such as jihad and tolerance. This research also aims to identify the principles of Islamic law that can be used as a guideline in developing an inclusive and peaceful moderate daâwah strategy. With this approach, it is hoped that daâwah can be a powerful tool to strengthen social resilience and prevent people from being exposed to radical ideologies.
Research Methodology
This study uses a qualitative method with a descriptive analysis approach to understand the mechanism of religious daâwah rules in preventing radicalism from the perspective of Islamic law. The criteria for selecting resource persons are based on three main aspects: (1) competence in Islamic law, especially related to the concept of moderation and jihad; (2) experience in preaching, especially in the context of radicalism prevention; and (3) active involvement in religious organizations or daâwah institutions that have programs related to religious moderation. The resource persons were selected purposively from religious leaders, administrators of religious organizations, Islamic law experts, and academics who have publications or research on daâwah and radicalism prevention. The interviews were semi-structured to obtain more in-depth and varied data on the views and experiences of the resource persons facing the challenges of daâwah in the modern era.
The scope of the literature review includes classical and contemporary books on Islamic law, ulama fatwas related to daâwah and radicalism, government regulatory documents on daâwah, and previous studies that discuss religious moderation and social resilience. The data obtained were analyzed using content analysis techniques to identify patterns, themes, and main principles relevant to moderate daâwah and radicalism prevention. Data validation is carried out through triangulation by comparing the results of interviews, literature reviews, and legal documents to ensure the accuracy and consistency of the findings (Syahputra, 2024). Legal Research Methodology in Solving Contemporary Legal Problems. Jurisprudence: Journal of Legal Sciences, 1(2), 89â106. Any dubious data or statements will be re-verified with additional sources or literature sources to increase the validity of the findings. In addition, this study also considers the potential for bias from the sourceâs perspective by balancing the views of various diverse parties.
Discussion and Results
In this discussion, the researcher explored the role of religious daâwah in preventing radicalism through community resilience from the perspective of Islamic law. The study results show that daâwah, based on the principle of moderation, has a significant influence on building social resilience to radical ideologies. Daâis involved in daâwah activities succeeded in conveying moderate messages that emphasized spiritual aspects and encouraged social values such as tolerance, cooperation, and appreciation for diversity. This data was obtained through in-depth interviews with daâis and social observers and direct observations of several daâwah activities in the community.
This study confirms that daâwah, based on the principle of moderation, has a significant role in preventing radicalism through strengthening social resilience. One specific example found is the youth community daâwah program in an area prone to radicalism in West Java, which a local daâwah institution spearheads. In this program, the daâis used an open dialogue approach and interactive discussions about jihad in Islam. They educated participants on peace, social justice, and respecting diversity. Based on interviews with several participants, this program succeeded in changing the views of those who previously tended to accept radical narratives to be more moderate and inclusive (Taufiq & Nurholis, 2024). Policies in Overcoming the Threat of Religious Intolerance to the Resilience of Pancasila Ideology in Ciamis Regency, West Java. This case study shows that daâwah, which prioritizes dialogue and education, can effectively counter radicalism.

The table above presents the main findings from the qualitative data analysis that identify various aspects of the role of daâwah in preventing radicalism. In the daâwah moderation category, it was found that moderate messages conveyed through daâwah effectively reduced the potential for radicalization, especially among youth, as expressed by Yusuf (2022). Daâwah activities have also been proven to increase social solidarity and strengthen peopleâs resilience to radical ideologies, according to research by Syamsuddin (2021). In addition, the Islamic legal mechanism that regulates and supervises the content of daâwah helps prevent the spread of extreme ideologies through religious pulpits, as Rahman (2021) explained. However, one of the biggest challenges faced in daâwah is resistance from radical groups, who often use daâwah platforms to spread their ideology, as found by Hassan (2023). These findings emphasize the importance of a more inclusive and collaborative daâwah strategy to face these challenges and strengthen the role of daâwah in preventing radicalism.
The studyâs results also show that the main challenge in implementing daâwah is resistance from radical groups using daâwah platforms to spread their extreme ideologies. Some daâi admit that there are difficulties in dealing with radical narratives that have taken root in some circles of society. To overcome these challenges, daâis implements a more inclusive and dialogical daâwah strategy and strengthens collaboration with local community leaders and youth. This is in line with the findings of Suryana (2023), which shows that the daâwah approach prioritizes dialogue, and direct involvement with the community is more effective in warding off radicalism than the oneway lecture method.
In addition to the role of moderation in daâwah, this study also found several challenges that hinder the success of daâwah in preventing radicalism. The main challenge is resistance from radical groups who often use daâwah platforms to spread extreme ideologies. Some of the daâis interviewed revealed that they faced intimidation and threats while trying to spread the message of moderation in an environment that had been affected by radicalism. To address these challenges, they adopted several strategies, such as strengthening collaboration with local community leaders, indigenous leaders, and influential youth in their communities. In addition, some daâis also recommend stricter supervision of the content of daâwah delivered in mosques or social media. Support from the government and religious institutions in the form of training on effective communication and conflict management is also proposed to increase anti-radicalism daâwahâs effectiveness. These strategies are important to ensure that daâwah can remain a powerful tool in building community resilience against the influence of radical ideologies (Nugroho, 2024).
Radicalism is a serious threat that can damage the social resilience and security of a nation. One of the important strategies in preventing the spread of radical ideology is religious daâwah based on Islamic law principles. In this case, the researcher will discuss four main points, which include the role of moderation in daâwah, the role of daâwah in strengthening social resilience, the mechanism of Islamic law in supporting anti-radicalism daâwah, and the challenges and strategies of daâwah in preventing radicalism in society.
1. The Principle of Moderation in Daâwah as an Antidote to Radicalism
The principle of moderation (wasathiyyah) in daâwah is an approach that emphasizes balance a fair attitude, and avoids extremism in all its forms. Moderation is the primary antidote to radicalism because it can build a correct and impartial understanding of religious teachings. Al-Ghazali (2020) states that moderate daâwah serves to prevent misinterpretation of religious teachings that radical groups often use to justify acts of violence. Moderation in daâwah is very effective in stemming the influence of extreme ideologies that often take advantage of narrow religious understandings to justify acts of violence. By applying the principle of moderation, daâwah can function as a bulwark against radicalization and strengthen public awareness of the importance of living in harmony and diversity.
The moderation approach in daâwah includes teaching about tolerance between religious communities, respecting differences, and rejecting all forms of violence to achieve goals. In Islamic law, moderation is considered a middle way that is not burdensome and in accordance with the Sharia goal of preserving religion, soul, intelligence, heredity, and property (Ibn Ashur, 2021). Daâwah, who applies the principle of moderation, can build a strong narrative against radical ideology by emphasizing that Islam is a peaceful and balanced religion.
Moderation can also be implemented through comprehensive religious education, which focuses on rituals and the universal human values taught by Islam. Students and the community must be invited to understand that Islam emphasizes compassion, peace, and justice. As stated by Yusuf (2022), moderate religious education plays an important role in forming a balanced mindset and preventing extreme thinking among the younger generation.

The data in the table underscores that a moderate approach to daâwah effectively prevents radicalization, strengthens social balance, and increases stability. Moderate daâwah can reduce the potential for conflict by promoting universal values and rejecting extremism. The use of social media as a daâwah channel has also been proven to increase the reach of moderate messages, helping to disseminate the principles of moderation to a broader and more diverse audience (Ahmad, 2023). This shows that applying the principle of moderation in daâwah is crucial in maintaining social harmony and combating radicalism.
2. The Role of Daâwah in Building Social Resilience to Radical Ideologies
Daâwah is important in building social resilience against radical ideologies by spreading messages that educate and empower the community. Daâwah aims to deepen religious understanding and strengthen social solidarity, encourage cooperation between individuals, and promote national values that align with Islamic teachings (Syamsuddin, 2021). Through daâwah, people can be more sensitive to signs of radicalization and better prepared to reject invitations that lead to extremism.
Social resilience is built through daâwah, which emphasizes the values of unity, equality, and respect for differences. Daâwah must be able to answer contemporary challenges with a relevant and easy-to-understand language from various levels of society. Social media and digital technology use in daâwah is also important in reaching a wider audience, especially the younger generation, who are vulnerable to radical influences (Ahmad, 2023).
Research by Fauzi (2022) shows that interactive daâwah and active participation from the community can increase effectiveness in building social resilience. For example, group discussion activities, life skills training, and direct involvement in social action can strengthen the community and reduce the likelihood of developing radical ideologies. Daâwah, which prioritizes inclusivity and community participation, can prevent the marginalization of individuals or groups that can be targeted for recruitment by radical groups.
3. The Mechanism of Islamic Law in Supporting Anti-Radicalism Daâwah
Islamic law provides a clear mechanism in supporting anti-radicalism daâwah through regulations that regulate the content of daâwah and daâwah behavior. Islamic law emphasizes that daâwah must always prioritize truth, wisdom, and good teachings (Qurâan, Surah An-Nahl: 125).
Meaning: Call (people) to the path of your Lord with wisdom and good teaching and debate them better. Indeed, your Lord knows best who has gone astray from his ways, and he knows better who has been guided.â (qs An Nahl: 125)
The Qurâan verse from Surah An-Nahl:125 emphasizes the importance of a wise and thoughtful approach in daâwah or invitation to the way of God. The commandment âcall (people) to the way of your Lord with wisdom and good teachingâ shows that a Muslim should use a caring, polite, and loving way of preaching. This approach involves the use of rational and educational arguments, as well as constructive teaching, to draw attention and open the hearts of others to religious teachings. Furthermore, this verse also emphasizes the importance of dialogue in a better way, namely with an open, patient, and respectful attitude, especially in dealing with differences of view. Allah swt, as God Almighty, knows who needs guidance and who may still be lost. Therefore, an effective method of daâwah must reflect wisdom and sensitivity to the individualâs condition while still leaving the result to the knowledge and decisions of Allah.
In its concept, supervision of the content of daâwah and daâwah training is an important step in ensuring that the daâwah delivered is by the principles of moderation and does not deviate towards extremism (Rahman, 2021). This regulation can be implemented through religious institutions authorized to certify daâis and monitor the content of lectures delivered to the public. In Indonesia, the Indonesian Ulema Council (mui) and the Ministry of Religious Affairs have a central role in supervising and guiding daâwah activities to maintain peaceful and moderate Islamic values (Hidayat, 2023). With strict regulations, daâwah can be directed to play an active role in preventing radicalism, as well as minimizing the potential for the spread of extreme ideologies through religious pulpits.
In addition, Islamic law also encourages cooperation between daâwah institutions and the government and community organizations in combating radicalism. This cooperation can be in the form of joint education programs, anti-radicalism campaigns, and counseling services for individuals indicated to be exposed to radical ideology. This aligns with Islamic principles that emphasize cooperation in goodness and piety (Al-Qurâan, Surah Al-Maâidah: 2), which is interpreted as a collective effort to protect society from the threat of radical ideology.
4. Challenges and Daâwah Strategies in Preventing Radicalism in Society
Although daâwah has great potential in preventing radicalism, various challenges must be faced during its implementation. One of the main challenges is the existence of radical groups that also use daâwah as a means to spread their ideology. These groups often take advantage of regulatory loopholes and freedom of opinion to spread misleading messages (Hassan, 2023). Therefore, the right strategy is needed to face these challenges, and one is to strengthen daâwah capacity and strictly supervise daâwah content.
Another strategy is strengthening moderate religious education in Islamic schools and educational institutions. The religious education curriculum must be designed in such a way that it can instill the values of moderation and reject all forms of extremism. Idrisâ (2022) research shows that holistic religious education, which includes learning about diversity, human rights, and the basic principles of Islam, can be a strong bulwark against radicalism.
In addition, using information technology and social media as a daâwah tool is also an important strategy in the modern context. Digital platforms allow daâwah to reach a broader and more diverse audience and allow for more dynamic interactions between daâwah and worshippers. The proper use of social media can be a tool to spread moderate messages and counter radical narratives that are widely circulated online (Suryana, 2023). However, the use of technology must also be balanced with good digital literacy so that daâwah can be carried out effectively and not abused by irresponsible parties.
Conclusion
Based on the findings of this study, it can be concluded with several actionable recommendations to implement the results in a real-world context. First, daâwah institutions and religious organizations must develop community-based daâwah programs that prioritize a dialogical and inclusive approach. This program can involve youth, community leaders, and women to expand the scope of moderate daâwah influence. Second, intensive training for daâis is essential to improve their understanding of issues of radicalism, effective communication methods, and conflict management. The government and religious education institutions can also collaborate in developing a daâwah curriculum that emphasizes the values of moderation, tolerance, and social justice. In addition, it is necessary to strengthen the monitoring mechanism for daâwah on social media to prevent the spread of radical messages that can damage social harmony.
Future research can focus on several areas to enrich academic contributions and further explore this topic. One is research on the role of technology and social media in strengthening moderate daâwah and preventing radicalism. In addition, the study of the influence of government policies on the effectiveness of anti-radicalism daâwah is also very relevant to understanding how regulations can support or hinder these efforts. Another research can be carried out is a cross-cultural or religious comparative study to explore radicalism prevention strategies applied in various countries. By developing these fields, it is hoped that more comprehensive insights can be produced in building community resilience to the influence of extreme ideologies.
