Abstract

Inclusion plays an essential role for disabled people to receive education. The realization of the right to education for people with disabilities relies on inclusive education. Inclusive education, based on the value of inclusive equality, pursues systematic reforms in mainstream education to guarantee disabled people to receive education equally. Article 24 of the UN Convention on the Rights of Persons with Disabilities specifies the right to education for people with disabilities and obligations of the State under an inclusive education system. The Chinese integrated education aiming to improve the special education shares the idea of inclusion promoted by the UN Convention. The inclusive education system is an important way to realize the right to education for people with disabilities. It poses new challenges for improving rule of law in education and education for disabled people in China.
